New Zealand has been working to grow its international student numbers, and some of its 2025 and 2026 changes are genuinely good news for students: more work hours, a longer window after study and wider post-study visa options. At the same time, Immigration New Zealand (INZ) has become far stricter about fraud and weak evidence, and decline rates for some countries have risen sharply. Both sides of that story matter for how you apply.
The short version
- Work rights rose to 25 hours a week during study from 3 November 2025.
- From 27 October 2026, INZ can weigh your English ability, can suspend processing for providers under investigation, and visas can run two months past the course end.
- From 16 November 2026, more graduate diploma holders can get a Post-Study Work Visa, and a new 6-month Short-Term Graduate Work Visa starts.
- INZ reports more fraud in applications, so evidence is checked harder than ever.
The changes in order
| Date | Change |
|---|---|
| 3 November 2025 | In-study work limit rises from 20 to 25 hours a week |
| 27 October 2026 | Master's-by-research students move to the 25-hour limit; English ability becomes an explicit factor; wider powers to suspend processing; visas can expire two months after the course |
| 16 November 2026 | Post-Study Work Visa opens to some Level 7 graduate diploma holders; Short-Term Graduate Work Visa (6 months) launches |
Work rights: 25 hours a week
Since 3 November 2025, most fee-paying students whose visa allows work can work up to 25 hours a week during study, and full time during scheduled holidays. Students aged 15 or younger cannot work on a student visa. From 27 October 2026, new master's-by-research students, who previously had unlimited work rights, are also limited to 25 hours a week during study. Doctoral students keep unlimited hours as long as they are studying full time.
Extra hours help with living costs, but do not build your financial case around them. INZ still expects you to show NZD 20,000 a year without counting on part-time work.

Get a Free QuoteThe four changes from 27 October 2026
INZ's Amendment Circular 2026/32 made four changes to student visa instructions, effective 27 October 2026:
- Master's-by-research work rights now match the standard 25-hour setting.
- English ability as a factor. Officers may consider whether your English is consistent with the level and nature of your study when deciding whether you are likely to make satisfactory progress, and they may ask for evidence of it.
- Suspension of processing. INZ can suspend processing for up to six months (and longer while an investigation continues) for applications linked to a provider under investigation, a particular programme, or a group with something in common, such as the same education agent.
- Two months after the course. For courses shorter than a year or programmes that can start at any time, the visa may now run up to two months past the paid period, instead of one.
The English change is the one we expect to affect South Asian applicants most. A test is still not mandatory, but if your English looks weak for a master's program, an officer can now say so directly. If you have a decent IELTS or PTE score, include it.
Post-study changes from 16 November 2026
Two changes widen the options after graduation. Graduates of an NZQCF Level 7 graduate diploma who also hold a bachelor's degree can now get a Post-Study Work Visa for up to one year, if they studied full time in New Zealand for the full qualification. And a new Short-Term Graduate Work Visa gives six months of open work rights to graduates of Level 5 to 7 qualifications who studied full time for at least 24 weeks but do not qualify for the main post-study visa. Our post-study work guide has the full criteria.
Funds and fees
- Living costs: NZD 20,000 a year for tertiary study, or NZD 1,667 a month for courses under a year.
- Tuition: you must show you have paid for one course or one year, whichever is shorter.
- Visa fee: from NZD 850.
- Processing: INZ says 80 per cent of applications are decided within five weeks. Apply well before your intake.
Fraud checks and decline rates
This is the part of the 2026 story nobody likes to talk about. INZ has said publicly that recent declined applications from India, Bangladesh, Nepal, Nigeria and China included fraud concerns, such as financial evidence reused across several applications and genuine documents that had been altered. It has also stressed that each application is decided on its own merits, not on nationality.
The official figures for calendar year 2025 show how much the outcome varies. Of offshore student visa decisions, about 97 per cent were approved for China, 80 per cent for Sri Lanka, 62 per cent for Bangladesh, 59 per cent for India and 52 per cent for Nepal, against 83 per cent across all countries. Media reports based on INZ data suggest refusal rates rose further in mid-2026.
For a genuine applicant, the lesson is not to panic. It is to make your file impossible to confuse with a fraudulent one: original documents, a clear and documented source of funds, and a statement whose every figure matches the evidence. Our guide to why NZ student visas get declined goes deeper.
What this means for your statement
INZ does not set a formal SOP format, but almost every successful file we prepare includes a clear covering statement that explains genuine intention: why this programme, why this provider, why New Zealand, how it is funded and what happens afterwards. With English now an explicit factor and fraud checks tighter, that statement should also show, plainly, that you understand the course you are about to take. Our NZ SOP guide explains what each section should contain.
Frequently Asked Questions
How many hours can international students work in New Zealand in 2026?
Most fee-paying students can work up to 25 hours a week during study and full time in scheduled holidays, depending on their visa conditions. The limit rose from 20 hours on 3 November 2025. From 27 October 2026 new master's-by-research students are also limited to 25 hours a week during study.
Do I need IELTS for a New Zealand student visa?
INZ does not require a test result for every applicant, because your education provider declares that you have the English ability for the course. However, since 27 October 2026 officers can consider whether your English suits the level of study, and a test result can help show genuine intention.
How much money do I need for a New Zealand student visa?
NZD 20,000 a year for living costs for tertiary study, or NZD 1,667 a month for courses shorter than a year, plus proof that your tuition is paid. You also need a return ticket or the funds for one.
What is the New Zealand student visa fee?
Fee-paying student visas cost from NZD 850, depending on where you apply. INZ says 80 per cent of applications are decided within five weeks, though times vary.
Why are so many NZ student visas being declined in 2026?
INZ has reported more fraud in applications from several countries, including reused or altered financial documents. Genuine applicants are affected by tighter checks, so every figure and document must be consistent and verifiable.
