For years, a lot of students treated Australia as a place where you could arrive on one visa and sort out the next one later. That habit is now expensive. For any Subclass 500 application made on or after 2 October 2026, the rules on where you may apply from are much stricter, and getting it wrong does not produce a refusal you can argue with. It produces an invalid application.
The short version
- Holders of 17 visa types, including visitor, working holiday, 482 and 485 visas, cannot apply for a Student visa inside Australia.
- Most current students who want a new Student visa must apply from outside Australia and be outside at grant.
- Exemptions exist for finishing your current course, doctoral study, sponsorship, school students, provider failure and genuine progression.
- A dependant Student visa holder who wants to become the main student must always apply offshore.
Visas that cannot apply onshore
Some of these were already barred from 1 July 2024. The October 2026 regulations added several more. If you hold any of the following, you must be outside Australia to make a valid Student visa application:
| Visa | Subclass | Barred since |
|---|---|---|
| Visitor, ETA, eVisitor | 600, 601, 651 | 1 July 2024 or earlier |
| Temporary Graduate | 485 | 1 July 2024 |
| Medical Treatment, Transit, Maritime Crew | 602, 771, 988 | 1 July 2024 or earlier |
| Working Holiday, Work and Holiday | 417, 462 | 2 October 2026 |
| Skills in Demand, Temporary Skill Shortage, Temporary Work (Skilled) | 482, 457 | 2 October 2026 |
| Short Stay Specialist, Training, Temporary Activity | 400, 407, 408 | 2 October 2026 |
| Certain diplomatic and domestic worker visas | 403 (one stream), 995 | Various |
The practical consequence is simple. If you are on one of these visas and want to study, you leave, lodge from home or a third country, and wait outside Australia for the decision. Build that time and cost into your plan, especially if you have a lease or a job here.
If you already hold a Student visa
This is the bigger change for the students we work with. Before October 2026, a student finishing one course could usually lodge a new Student visa onshore for the next. Now, a current Student visa holder applying as the main student generally has to apply from outside Australia, and be outside when the visa is granted, unless one of these exemptions fits:
- Finishing your current course. You have started your principal course and need a further visa to complete it, within 12 months after the end date on your Confirmation of Enrolment, usually with the same provider.
- Doctoral study. PhD and other doctoral applicants keep onshore access.
- Government sponsorship. Students sponsored by DFAT (Foreign Affairs) or Defence.
- School students. Primary and secondary school students.
- Moving up a level. You have completed your principal course and are going on to one further course at a higher AQF level. If you finished a higher education course, the next one must also be higher education with a higher education provider.
- School to non-AQF, or non-AQF to AQF. For example, from a school course into an English course, or from an English course into an accredited diploma.
- Provider default. Your provider has failed and you cannot continue for that reason.
Meeting an exemption only gets your application through the door. It still has to satisfy the Genuine Student requirement, the financial requirement and everything else.

Bachelor's graduate starting a master's by coursework. Usually fine to apply onshore, as long as the bachelor's is complete and the master's is the next step at a higher level with a higher education provider. The GS answer still needs to show why the master's follows from the degree.
Master's graduate starting a second master's. This is not progression to a higher level, so the onshore exemption does not apply. You apply offshore, and the GS answers have to justify the second master's on its own merits. Our guide to writing an SOP for a second master's covers the argument.
Bachelor's graduate moving to a diploma at a private college. This fails the higher education to higher education rule. Offshore application, and expect close questions about why you are stepping down.
Student who failed units and needs an extra semester. The completion exemption is designed for this. You need to have started the course and expect to finish within 12 months after your CoE end date. Be honest about why you need the time.
Graduate on a 485 who wants to study again. Barred from onshore since July 2024. You apply from outside Australia, and your answers must deal directly with why a graduate visa holder is returning to study.
Dependants who want to become the main student
If you came to Australia as a partner on someone else's Student visa and now want your own, the rule is strict: you must apply from outside Australia and be outside at grant, with no exemptions. Plan the timing around the main student's course so the family is not split for longer than necessary.
How to write your GS answers when you apply offshore
An offshore application from someone with Australian history reads differently to a first-time application. The officer can see your previous visas, courses and any gaps. We approach these files in a set order.
Lead with the facts in the extra question. If you have held a student visa, there is an additional question about your study and visa history. Give dates, courses, providers and whether you completed them. Keep it factual and short. Officers trust a clean chronology.
Explain the next course as a step, not a stay. Show how the new course uses what you already learned and where it leads. If the step is sideways or down, say why in one clear sentence and point to the evidence.
Show what is waiting for you. Leaving Australia to apply can actually help here. A job offer, family responsibilities or a business at home are stronger when you are physically there and can document them.
For the extra question, a strong answer usually covers, in this order:
- Each previous Student visa: the dates you held it and the course and provider it was for.
- Whether you completed each course, and when.
- Any change of course or provider, any gap in enrolment and the reason for each.
- What you have done since your last course, especially work at home.
- Why the new course is the logical next step, and where you are applying from.
Leave out adjectives about Australia and stories about dreams. A clean history that an officer can verify in a minute fits easily inside the 150-word limit and does far more for your case.
Mistakes that waste a fee
- Lodging onshore from a barred visa because a friend did it in 2025. The rules changed for applications made on or after 2 October 2026.
- Assuming any new course counts as progression. Same level or lower usually does not.
- Planning to add a spouse after grant. Subsequent entrants are no longer allowed.
- Forgetting that, where you must apply offshore, you usually also need to be outside Australia when the visa is granted.
If you are not sure which rule fits your situation, ask before you pay the AUD 2,500 charge. Our team checks where you are allowed to apply before we write a single answer, and we write the history question so it supports the rest of your case instead of raising doubts.
Frequently Asked Questions
Can I apply for a student visa in Australia while on a visitor visa?
No. Visitor visa holders (subclasses 600, 601 and 651) have been unable to make a valid Student visa application inside Australia since 1 July 2024, and that rule continues. You need to leave Australia, lodge from outside, and be outside when the visa is granted.
Can a working holiday maker switch to a student visa onshore?
Not for applications made on or after 2 October 2026. Working Holiday (417) and Work and Holiday (462) holders are now on the list of visas that cannot lodge a Student visa inside Australia.
I already hold a student visa. Can I apply for another one in Australia?
Only if an exemption applies. The main ones are needing up to 12 more months to finish the course you have started, doctoral study, DFAT or Defence sponsorship, school study, provider default, and progressing to a higher-level course after completing your principal course. Otherwise you apply from outside Australia.
What happens if I lodge onshore when I am not allowed to?
The application is invalid. That means no decision on the merits, no bridging visa from it, and you have lost time. Check the rule that applies to your current visa before you lodge.
Does applying offshore make the GS assessment harder?
Not by itself. The officer still assesses the same GS factors. What changes is that your study and visa history in Australia becomes very visible, so the extra question for previous student visa holders needs a clear, factual answer.
